India's options boom is a market-structure story, not a gambling story

The turnover figures get quoted without the context that explains them. Notional volumes look enormous because index options are cash-settled and highly leveraged, so a small amount of capital controls a large notional. Premium turnover — the money actually at risk — tells a calmer story.

What the headline number leaves out

Notional and premium are different measures, and conflating them is how a structural shift gets framed as a mania. The growth is real, but a large share of it is professional flow: hedging, spreads, and market-making, not one-way retail bets.

That does not mean there is no retail risk. It means the risk is specific — concentrated in expiry-day directional buying — rather than the whole market being a casino. Policy that targets the specific behaviour will do more good than policy aimed at the headline.
